Land Bank Priorities

LA County is piloting a Land Bank to help jumpstart permanent affordable housing production in areas where infrastructure investment is increasing the risk of displacement. We want your help finding great sites. We are inviting individuals, community based organizations, religious institutions, developers or property owners to submit parcels to be evaluated and potentially acquired. Read on to learn more about what types of parcels the County is prioritizing and opportunities to participate in site development.

This open “Call for Parcels and Developers” is the first step in a three part process.

The initial parcel submission phase for the pilot of the LA County Land Bank closed on January 31, 2025; however, we will continue to consider parcels on a rolling basis until acquisition funds for the pilot are expended.

You are encouraged to continue submitting parcels and we will review them in the order they are received.

What kinds of parcels is the County looking for?

    • Vacant or underutilized

    • Near existing or planned Metro rail and Bus Rapid Transit lines

    • Near future large public investments, including parks and stadiums

    • Near key amenities, with a preference for grocery stores, pharmacies, libraries, and medical centers.

    • Could bring new amenities to a community where amenities don’t currently exist (i.e groceries to food deserts, parks to park poor areas, essential on-site services such as childcare)

    • Near job rich or amenity rich areas

    • Known to be heavily contaminated

    • Oil wells

    • Existing residential buildings 

      • We acknowledge that naturally occurring affordable housing, covenanted affordable buildings and recently completed multifamily are important parts of the affordable housing ecosystem, however, they are not the focus of the Land Bank pilot, given that limited dollars are available.
